I am kinda lost here - you have 2 monitors, one is 1080p desktop monitor, second is 4k tv - but you wanna do 1080p there as far as i get and recomend it - you need to set this up first into a workable state - change resolution in drivers, change resolution in games, change scale). Then you need to set up your monitors first - this means you do fractal scaling or font scaling (for example i have linux Mint, we only have experimental fractal scaling - i did second option), since you are on Ubuntu - you need to set this up with the help of Ubuntu support.
